Touto normou se zavádí ST SEV 4000-83 jako ČSN, jíž se pro potřeby tehdejší ČSSR (ČSFR), resp. ČR norma RVHP nedoplňovala. Norma RVHP platí pro nákladní automobily o celkové hmotnosti nad 3,5 t, autobusy podle ST SEV 2404-80 (nebyl zaveden do soustavy čs. norem, ale jeho nezavedení - údajně - nebylo na závadu přijetí ČSN 30 0734), a také pro trolejbusy a stanoví základní parametry - rozměry pracovního místa řidiče a rozmístění základních ovládačů. Tato norma platí společně s ST SEV 4016-83 (ČSN 30 0725). Jsou normalizovány pracovní polohy řidiče, rozměry jeho pracovního místa, sedadla, rozmístění hlavních ovládačů - vše podle nákresů a tabulek. ČSN 30 0734 byla schválena 20.12.1984 a nabyla účinnosti od 1.7.1986
