Norma platí pro provoz, obsluhu, údržbu a revizi přístrojových (měřicích a jisticích) transformátorů proudu a napětí. Je normalizováno roztřídění těchto transformátorů, požadavky na kvalifikaci osob a pak - poměrně podrobně - jak požadavky na instalaci a montáž, tak také na uvedení do provozu, včetně výchozí revize. Mnohá z ustanovení normy mají bezpečnostní charakter. Hygienické otázky řešeny nejsou. ČSN 34 3278 byla schválena 4.3.1964 a nabyla účinnosti od 1.10.1964
