Norma je překladem ISO 2456. Do normy jsou doplněna v čl. A.1, A.2.2.1, A.2.3.3, A.3, A.4, A.5 a A.6 doplňující ustanovení "čs. doplněk". Norma stanoví požadavky na vodu určenou pro přípravu roztoků, kterými se provádí fyzikální zkoušky povrchově aktivních látek a výrobků, které je obsahují. Mimo to popisuje podmínky pro přípravu a skladování této vody a v příloze zkušební metody vhodné pro kontrolu požadavků. ČSN 66 6146 byla schválena 3.5.1991 a nabyla účinnosti od 1.1.1992
