Norma stanovuje požadavky na provádění a kontrolu konstrukčních vrstev pozemních komunikací, letištních a jiných dopravních ploch z penetračního makadamu. Penetrační makadam je vrstva vytvořená z kamenné kostry po prolití asfaltovým pojivem a následném zaplnění povrchových mezer rozprostřeným a zhutněným drceným kamenivem. Pokud penetrační makadam slouží jako kryt vozovky, musí se opatřit nátěrem nebo emulzní kalovou vrstvou.
