Tato část IEC 61628 obsahuje definice, označování a všeobecné požadavky týkající se zvlněné lesklé lepenky, zvlněné obyčejné lepenky a zvlněného tvrzeného papíru pro elektrotechnické účely. Materiály vyhovující této mezinárodní normě splňují stanovené požadavky na funkční vlastnosti. Výběr materiálu pro konkrétní použití však má vycházet ze skutečných požadavků potřebných pro dosažení postačujících funkčních schopností při tomto použití a ne pouze z této normy. Přestože tyto materiály jsou používány především jako elektrická izolace, není cílem normy bránit jejich použití v jiných typech aplikací, pro které mohou být svými vlastnostmi vhodné.
