Tato druhá část IEC 61996 specifikuje minimální funkční požadavky, technické charakteristiky, metody zkoušení a požadované výsledky zkoušek pro zjednodušené palubní záznamníky údajů plavby (S-VDR), jak jsou požadovány v rezoluci IMO MSC.163(78). Norma bere v úvahu rezoluci IMO A.694(17) a je svázána s normou IEC 60945. Pokud se liší, mají požadavky této normy přednost před normou IEC 60945.
