Tato norma definuje indikátory pro rozdělování nákladů na vytápění, pracující bez napájení elektrickou energií na principu odparu kapaliny, které slouží ke zjišťování spotřební hodnoty otopných těles k vytápění místností. Stanoví minimální požadavky na konstrukci, materiál, výrobu, instalaci, funkci a na vyhodnocování údajů, které jsou výsledkem použití těchto indikátorů. Norma určuje zkušební postupy, jimiž se kontroluje splnění stanovených požadavků, a stanoví směrnice pro způsob a rozsah jejich provádění.
