Tato norma platí pro uživatelská zařízení pro IMT-2000, CDMA TDD (UTRA TDD 3,84 Mčip/s) provozovaná ve všech nebo v jakékoliv části stanovených kmitočtových pásem. Navíc k této normě budou pro zařízení v rozsahu platnosti této normy platit i jiné EN, které specifikují technické požadavky v souvislosti se základními požadavky podle jiných částí článku 3 Směrnice R&TTE.
