Toto doporučení mezinárodní norma specifikuje způsob, jak je základní služba, převzatá protokolem definovaným v Doporučení ITU-T X.233 ISO/IEC 8473-1, poskytována podsítí, která poskytuje spojovou službu OSI, definovanou v Doporučení CCITT X.212 ISO/IEC 8886 prostřednictvím Funkce konvergence závislé na podsíti (SNDCF), jak je popsána v ISO/IEC 8648.
