Táto časť európskej normy uvádza minimálne požiadavky na bezpečnosť vzhľadom na výstroj veľkopriestorových vodných kotlov podľa EN 12953-1 tak, aby sa zaistila prevádzka kotla v rozsahu prípustných medzných hodnôt (tlaku, teploty a pod.) a v prípade prekročenia týchto medzných hodnôt sa do kotla musí prerušiť dodávka energie a musí sa zablokovať (odpojiť) bez manuálneho zásahu (ľudskej obsluhy).
